Disgruntled security guards marched to Tshwane House to submit their memorandum to demand insourcing. Despite the municipality stating they are not obligated to insource. Guards intend to protest until their demands are met.
Security guards from private companies accused the municipality of exploiting them and undermining their work. Because the city has stopped insourcing security guards as promised. Although some work for the City while others are left out.
Grandi Theunissen, Tshwane MMC for Community Safety, received the memorandum with several demands.
– Continuation of counsel resolution 2018/19, which stated that the city will in-source 4,000 security guards.
– Phase one must continue to be sourced internally.
– A meeting with the mayor.
Joshua Modau, security services representative said only 1,301 security guards were employed in 2021 out of the 4,000 guards insourced.
“Our hope and plea is that the municipality will include us in the upcoming budget,” Modau added.
While urging the Municipality to allocate funds for private security firms in the City of Tshwane, Modau claimed that the 2021 report was inaccurate. Security guards were left out. They had PP sleeves as proof they were insourced, but the process wasn’t completed.

Hambulani Netshianane, another security guard representative, demands that the city implement the counsel’s resolution. Since only the first phase was implemented, it was left undone. It insourced 1,301 instead of 1,591, and 298 failed vetting.

“Several of them had criminal records, while others forged matriculation certificates. It was unfortunate for those with criminal records who qualified for expungement. Due to Coronavirus, the Department of Justice had a backlog”, added Netshianane.
A concern raised at the march was the delay in payments. In an address to the City of Tshwane Contract workers who haven’t been paid for more than five months, EFF Regional Chairperson Obakeng Ramabodu and The EFF Tshwane Caucus Whip Godwin Ratikwane addressed the issue.
“Once the EFF takes over this municipality, we must insource meter readers, security guards, and cleaners to ensure they receive decent salaries with benefits,” they stated. The memorandum has a 7-day reply notice
